The second Kerala in the Global Economy seeks to build on the first conference that was held in December 2005. That conference brought together a number of thoughtful contributors from academia, industry, bureaucracy and political leadership, of widely differing persuasions, to engage in open and insightful dialogue on the opportunities and challenges before Kerala.  

It was clear that Kerala has moved from being a laggard to a leader in economic development, building on its historical lead in social and human development indices. Kerala’s per capita income is 60% above the national average today and the state leads the country in per capita consumption expenditure. The growth of its domestic product has in recent years surpassed the national rate.  

Even as these successes are worthy of celebration, the true story of Kerala lies in the future. Kerala holds the potential for enormous economic dynamism. The state’s economy evokes the image of a crouching tiger, harnessing its power and ready to leap. At the same time, as happens with all human organizations and political entities, many of the beliefs that served the state well in the past need to be critically revisited. Reflecting this conclusion, the results of that conference were brought out as a book, Kerala’s Economy: Crouching Tiger, Sacred Cows, published by DC Books. 

It is hoped by the organizers that this second conference will explore avenues to transform Kerala.  The opportunity now is to build on a sound base of socially successful policies and indicators to significantly advance incomes and living standards for the state’s citizens -- to that of developed economies, perhaps to aim for a ten-fold increase in per capita income over a period of 15-20 years as well as the elimination of absolute poverty within 10 years.
